"We wanted to come in under $200,000 just because of the financial straits the city is facing," said Councilman Doug Burlison.
He acknowledged he was "catching some heat" from some citizens over the $195,000.
"The truth of it is, if you want to pay $140,000 to $160,000 you'll get what you pay for," Burlison said. "You won't get someone who'll be able to face the kind of challenges we have and succeed with them."
